I have a Hartell condensate pump (KT 15X iUL) and there is some overflow flow water on the floor from the pump. The pipe from the pump extends to outside of the house next to the HVAC unit. Is the overflow caused by a clogged line or a frozen section outside of the house the prevents the water from coming out? Also, in the winter, should the unit be disconnect to keep moisture in the air? Should Clorex Bleach be used periodically to keep the line clean?

That is a possibility.

Unless you have a humidifier or other device that is putting water in the pump during the winter there should be no water in the pump to start with unless you have a heat pump with defrost problems during defrost. If you disconnect the pump you better remember to reconnect it before the A/C season or you will have a water problem. I actually see no value in disconnecting it under normal operation.

Should Clorex Bleach be used periodically to keep the line clean?

You can use that but you only need a weak solution not full strength bleach.
