Have replaced the zone valve actuator, but it doesn't seem to be fixing the problem. What else can I do?

Check system pressure. Minimum of 12 psi for a single story home. Did you bleed all the air out of the system? I would check these items first and while you are at it is the valve you repaired operating correctly?
