I would like to set up a new 200 amp service panel next to an existing 100 amp panel. This would include a new meter box and weather head setup outside. When the new service is enerergized, the existing circuits will not be long enough to reach the new panel. What needs to be done in this situation?

My first suggestion is to contact several licensed electricians and get bids for the work.
You also need to contact the Power Company to make sure they will allow the meter and service entry point where you want it.
You will also need to get a permit from the Local Authority Having Jurisdiction for the work. After it is completed the work will have to be inspected by the LAHJ.
None of the work is trivial, so I again, I strongly suggest that you call around for bids.
Also, if you have the electrician pull the permit, he is then responsible to repair any defects that the inspector finds. If you pull the permit, it becomes your responsibility to make repairs.

The existing circuits get spliced in junction boxes and extended with new cable to the new panelboard location.
