As of Nov. 2009 have established FL. As legal residence. If in 2009 I have the requisite 6 months 1 day out of PA (which was my former legal residence) can I claim this year that I was a non-resident of PA. as far as paying PA taxes was concerned, or must I wait for 2010?

If you worked in PA, then that income must be reported to PA irrespective of your state of residency.
If you were in PA up to Nov 2009, then income up to Nov 2009 must be reported to PA.

You will file as a part-year resident of Pennsylvania.
