The desired one inch above the overflow pipe puts the unit above the top rige of the toilet.
Should I cut the overflow plastic pipe.

Whoa Josh,
Back the truck up! If you're referring to the water level in the toilet tank the acceptable level's 1/2" UNDER the white overflow tube not OVER it.

I got the toilet up and running
I was referring to the adjustable heigth of the valve, which is desired at one inch above the overflow tube.

No, do not cut the overflow tube back. You will reduce the amount of water in the tank and impede the flush. Extend the ball cock up as high as you can and let it go. The ballcock will operate under water just as well. Good luck, Tom
