I just bought a 14 gauge 15 amp medium cord is it okay to connect a 1500 watt electric oil filled stand up heater into it and plug into my wall outlet.

No, it is not OK. You need a heavy duty extension cord and at least 12 gauge wire (20 amp). How long is the cord?
Technically the cord can handle the load, temporarily. It is not sufficient for a continuous load. A heating load is considered continuous. You'd need a cord rated at 125% of the load or 1875 watts.

More fires are caused by improper use of extension cords than any other item. Make your extension cord selection wisely.
