I have come across a sub panel/ 50 amp/ 220 .It is for a garage, very small. When I put the tester on the legs, (leg to ground, 110/ other leg to ground, 110, both together, 220) everty thing seems normal. but, I wired plugs off a 20 amp breaker from this box and they are showing me I have 110, but they will not work?I checked from plug, hot to neutral, 110, and hot to ground, 110? I am lost? Any help?

You have a tandem breaker, two separate poles or switches, that plug into a full size breaker slot, and it is plugged into only one bus tab. These need to span both legs or bus of a panel, always.

Getting it into the right position will produce 240 volts across the two terminals.

I have achieved 220 volts and 110, my problem is the plugs are showing me 110, but I am getting no power?

I've recently seen a similar problem, try checking all your neutral connections. I was reading around 110v but nothing worked. I believe the solution was a loose neutral.
