Gale Force Wind

There was a serious cartoon fantasy show that was made in the early to mid 80's, possibly even the late 70's. I believe it was a made-for-tv cartoon movie shown in various segments.
The main character was a wizard who lived in a cottage in the woods. He was a fairly typical wizard (grey beard, wise, wore wizard clothes).
He had to go on a quest or something happened that he ended up meeting some comrades. One was a knightly human warrior in full battle armor with a sword and shield. I'm pretty sure he had black hair and a mustache.
Another was called an elf (not positive on this) who was not your typical elf. He was short, much shorter than the warrior, kind of like a dwarf but not stout. He carried a bow and arrows and wore elven/woodsman/ranger clothing.
I can't remember everything clearly but there might have been more comrades. I don't know exactly what they had to do or what the whole point of everything was.
Eventually, there were dragons all over the place, with wizards riding the dragons. These wizard/dragon combos had regional variations.
This is something that really makes this show stand out in memory as I had never seen this done before (and still haven't). From the far East came an Asian wizard with a yellow, Chinese type of dragon. The wizard himself may have smoked, wore yellow, and had a thin mustache.
Then there was a black wizard who I'm pretty sure had a blue dragon. This guy was bald and powerful, his robes might have been blue with red trim.
There was also a fourth wizard/dragon combo from somewhere, I believe.
The main character had a traditional European kind of dragon.
I can't remember if these wizards and their dragons fought each other or were friends. The Asian combo really stands out as I remember they flew out of a temple in the mountains.
I was really young when I watched this but certain images really stand out in memory. It was very clear and colorful for its time. My parents taped it for me off TV and I remember being totally enthralled by it as a child. The tape has been lost for a long time and I haven't been able to find it anywhere.
Does anybody out there remember this or know what it was called?
