I am upgrading a duplex's two old fuse panels with two breaker panels.

The supply drop splits into a dual meter head box. One meter says "2-wire", the other "3-wire".

Does this mean one meter has 2 hots + neutral, and other 1 hot + neutral feeding the panels?

If so, I will need to use a main panel for 3 wire unit feed, and a sub panel for 2 wire unit feed?

Note** Neither unit requires a 240V circuit.

What I think you have is one meter for 120/240 volts for a home, and the other for a 240 volt water heater.

Each apartment needs to have a120/240 volt panel, and of course, the related meter(s).

There are no 20V circuits in either unit. All gas heaters/appliances. Can a standard breaker panel be wired on a two wire feed... maybe pigtail the bridge? I only want 120 to bus. It will only be a small 70A panel.
