It's about a man that runs down another mans wife on purpose and then that man runs into his car trying to kill him and ends up arrested for attempted murder. The bad guy after surgery and being all crippled up builds a car that houses his wheelchair and goes out running people down, only to have the original man out in his souped up car trying to stop him. All the while the cops suspect him and chase and watch him until final show down in the end. Also who starred in it.
