15 with parents consent. I would suggest 18.;)

Also when you say consent, how do I verify that? Do I need a signature from the parent

I doubt seriously there's any age requirement about a 1099. It's about whether you can employ them or not and what they're allowed to do, not whether you can send a piece of paper to them. If they're allowed to do the work, you're allowed to send the piece of paper.
