Yes. As long as you are not siblings, or, depending on where you live, first cousins.

Yes... a lot of surnames are very common..

There are laws in place that prevent close relatives from marrying, that also depends on the laws of the land where you live.

If they are related by blood, no.

If they are related by marriage (for example: step-sister/step-brother), in most places there isn't a problem. It would depend on local laws and religious beliefs.

If they are not related, but have the same surname, yes.

Having the same surname because of adoption or other unlisted types of relationships would probably fall under local laws and religious beliefs.

If you don't want children born with genetic medical conditions, do your research about each others genealogy before proceeding to get married and have children.

Sorry, do research of genealogy? Unless they are brother and sister there is really no problems, even with first cousins most research shows that there is little increase in risk, but after that their is really no issues at all.
