Need manual for Yard King Performance 10hp Chipper, model 4075X89A, specifically how to start it. Is there a clutch and where is it located? We have Briggs and Stratton Eng. Manual, but nothing for the chipper itself. Can't start it! Possibly part of the model number is worn away.

You seem to be missing the first digit; 14075X89A seems correct. The parts breakdown is here:

There appears to be no clutch; direct connection of impeller to crank. You may wish to check for foreign objects in the housing creating too much drag.
