I am also in a situation a lot like yours and we live in Tennessee. I have a 9 year old step daughter who hasn't seen her biological mother in 5 years and we have not received any child support from her which was court ordered 5 years ago when my husband gained custody. My husband and I have been married over 7 years and I am the only mother that she knows, she doesn't even remember her biological mother. She was arrested recently on felony nonsupport and this my be a good time to do a step parent adoption. I am just wondering if you have any information that might help me.

If you want to adopt (and kudos to you for wanting to), you should consult an attorney to prepare the adoption petition. The attorney will tell you what you need to do to terminate the bio parent's rights.
