What does the mother need help with? Shelter? Food? Employment?

Is she in a homeless shelter now?

Welfare, food stamps, section 8 housing ( or what they call it there)
They should check with local churches and charities for homeless shelters.

Where is the children's father and why are they not helping

Public housing may not be available there due to the felony if it was recent. All the other sources listed should help. Have you tried the Salvation Army to see what they have? There are also some church groups that can help. Times are tough and you may have to go to several sources to get what you need.
