No, there are a few cigars that are soaked in some items like rum or other alcohol. But this is for favor or taste, since any alcohol would be destroyed in the burning.

Alcohol would may the cigarette burn much more quick, than it should. Alcohol also need special packaging as it dries up quickly. Government law would also prohibit this type of genius idea.

Yes there most definitely is
Alcohol = organic molecule with a hydroxyl (OH) group attached to a carbon atom
Using this chemical definition the following alcohols are in cigarettes
Carcinogenic alcohols - Catechol (1,2-benzenediol), Glycidol
Non carcinogenic alcohols- Guaiacol, Methanol, Catechol, Ethanol
Ethanol is the alcohol which is drunk

The following are often added to cigarettes
Amyl Alcohol, Anisyl Alcohol, Benzyl Alcohol, Borneol,1,3-Butanediol,1,3-Butanediol, Carvacrol, Cedrol, Cinnamyl Alcohol, dl-Citronellol,1-Decanol,alpha,para-Dimethylbenzyl Alcohol, Ethyl Alcohol, Ethyl Fenchol, Ethyl Maltol, 4-Ethylguaiacol, Eucalyptol, Farnesol, Geraniol, Hexyl Alcohol, Isobutyl Alcohol, Phenenthyl Alcohol, 1-Phenyl-1-Propanol, 3-Phenyl-1-Propanol, Rum, Wine and Wine Sherry, para-Ethylphenol

Government law doen't prohibit this genius idea as it makes far too much money from it! All the additives are FDA approved for consumption- no one knows how they change when they combust. I'd also put money on alcohol compounds being made from others upon combustion.

Actually; there are a few brands of cigarettes sold in Asia that are 'dipped' in alcohol.
Specifically in Russia: яuskie brand and in Japan: Wasen that I know of. I'm sure there are more in other places too, but those are ones I've tried myself. They're not bad. But as said before doing it is all about taste, nothing more.
