Hi, I am in a rship been going together for 2 yrs and my 4 year old daughter calls him daddy and has a strong bond, her biological father has not been in her life for 2 years does any one know what rights my current partner has

This is a legal questions so has been moved to the appropriate forum.
Your current partner has no legal rights at all. If you are married, then he is her step father, but that still doesn't convey any parental rights on him.
If the bio father is also the legal father, then he has rights to see the child, but he may have to go to court to enforce those rights.
To fully help you we really need more information. Please answer all these questions:
1. Is the bio father on the birth certificate?
2. If not, was he ever declared the legal father?
3. Did you ever go to court for custody, child support and/or visitation.
4. Has the bio father indicated he wants to be part of his child's life?
5. What did the bio father do for the first 2 years of his daughter's life, why did he disappear?
6. What is your legal relationship to your current partner?

Your current partner has zero rights. He is not the father. After you answer the questions that Scott asked we can help you more but for the simple question you asked the simple answer is absolutely none.
