Simply as a space saver initiative, I moved my back-up fridge into my cold room, average room temperature between 8 and 10 degrees Celsius, but the freezer compartment does not seem to function properly. Its not freezing water or meats completely. Is there a minimum room temperature required for the refrigerator to work efficiently?

I don't think the room temperature has anything to do with the fridge not working properly. Something is definitely wrong with the machine and needs to be addressed.

Room temp is important. The cold control is in the fridge part(not the freezer) and it tries to reach about 4C(depending on where the dial is set). If the ambient air temp is about the same then the fridge will not turn on as much as it should. Your fridge is designed to operate properly at room temp.
