My two kittens are 10 weeks old. When will their permanent eye colour be established?

It should be. Usually they've gotten their adult eye color by 3 weeks.

Our kitten is about 3 months old and his eye color is still changing! They were a brilliant blue and slowly they have gone bright amber.
