We have a plot in kolkata, what could be the approximate cost for building a 2 storied house..
Moreover, how much time will it take to get approval for the plan and construction?

You are asking us to estimate the cost of a building over in India? OK! To do that we would need a set of plans, a material list, and the cost of those materials at the local level. Next we would need the rate of pay for plumbers and helpers plus how many men will be on the job. In addition we would need a copy of the local building codes.

It sounds as if you are not in India at the present time, and if that is true it will make your task more difficult.
Even if you are in Country, building a home is a great undertaking.
First of all you essentially become the General Contractor, and as such are responsible for all phases of construction.

You will need:
A set of plans
Material list
Cost of those materials at the local level
To know, are those materials available
Pay Scale for the Tradesmen, and helpers
How many workers will be on the job
A copy of the local building codes
Construction permits
Weather you are or are not in India, my suggestion would be to first, hire an established Architectural firm. They would then be able to guide you, and help in the planning, and construction of your new home.
