Hello Coach Green. This is an unanswerable question, unless you define precisely what you mean by the term "winning percentage." I see two possible definitions:
a. Winning percentage = number of wins divided by numberof games played, or
b. Winning percentage = number of wins divided by number of games that did not result in a tie.
Under definition (a) the first team has a better win percentage (4/7 versus 3/7), but under definition (b) the second team has the higher percentage (4/7 for the first team is less than 3/5 for the second team).
If this is meant to be a real question from an actual league - I suggest you ask the league officials what they mean by the term "winning percentage." Personally I think both definitions are fundamentally unfair and can result in unintended anomalies. For example, under definition (a) a team that is 1-9 has a higher win percentage than a team that is 0-0-10, and under (b) a team that is 1-0-9 has a higher win percetage than a team that is 9-1. Neither of these outcomes seems fair. This is why most leagues use a system of 2 points for a win, 1 for a tie, and 0 for a loss.
