Edit found more information:

This is a particularly nasty scale bug, see:
http://www.issg.org/database/species/ecology.asp?si=814&fr=1&sts=

There is a link in the above link that will lead to:
http://www.issg.org/database/species/..%5Cspecies%5Creference_files%5Caulyas%5CMACS.doc (http://www.issg.org/database/species/..%5Cspecies%5Creference_files%5Caulyas%5CMACS.doc )

A 5 page Word 97.doc that the issg reports has had good success with Organicide's the below link will give you the idea what to look for locally, you should be able to find it in smaller quantities.
/Insecticides-and-Oils/Organocide-Fungicide-and-Insecticide-2.5-Gallon (http://www.agriculturesolutions.com/Insecticides-and-Oils/Organocide-Fungicide-and-Insecticide-2.5-Gallon/flypage.tpl.html)
You do not want to mis-use this product, as it can be very harmful to you, and surrounding plants.

A less volatile product is Neem Oil.
You can make it yourself:
neem-oil-insecticide.html (http://www.discoverneem.com/neem-oil-insecticide.html) or buy it locally at an established nursery
