OK first all of the electrical outlets in the apartment are sparking and making buzzing sounds when something is plugged in to them and they have a smell of burning plastic all of the outlets are brand new so how soon could it start a fire is it the outlets or the wiring

Be safe first:

If you can, turn off the power and get out of the apartment until they have ALL been checked and then call your fire department. Tell the dispatcher exactly what you see and smell. They will decide who to send. It is not over reacting.

Yes, there is a chance of a fire.

Well we already told the manager but she said the complex doesn't have the money to fix it and she doesn't care what happens to this place and we have 2 years left on our lease

Call 911 and they will pop the walls open if needed. She will be forced to do the repairs

She knows there is a problem and therefore she will be responsible for any loss you suffer. I would look into a new place to live

Call the fire department if you smell something burning and see sparking, period. The complex must have a certificate of occupancy. It can be revoked.

Ignore the manager. You're living there. If it is unsafe she needs to address it or you won't have any problem getting out of the lease.

What will probably happen is:

The fire department will send an engine and they'll check the apartment.

They'll kill the power and check the walls for fire.

They'll probably pull your meter or lock out the panel.

They can pull power for the entire complex.

The code enforcement officer will be called.

You may all be staying somewhere else tonight.

The manager will wish she'd addressed the problem when first notified.
