Currently we give 2%, 3%, 4% and 5% increases in pay, based on the employees score at review time. New boss wants to keep this for hourly employees, but only give a standard 3% increase to salaried employees, regardless of score of review. Don't we have to keep it consistent?

Nothing has to be consistent.
It is definitely a prerogative for Management.
