Did you check the battery with a tester or just look at it? You need to put a battery charger on the battery and set it on a slow charge setting to see if it will recharge. There could be a short in the wiring that is discharging the battery, or the battery may be bad. Many auto parts stores will test a battery for free, but it should be charged before testing. A good battery that has been discharged will test bad when all it really needs is to be recharged.

There are so many things that could cause it not to start even if the battery is good. You have at least three safety switches that could be bad. There is a fuse that could be blown. It could be a bad solenoid, cable or starter. The carb could be bad causing the cylinder to fil with gas and not letting it crank. If it's a Briggs engine it could need a valve adjustment. All in all a bunch of things.
