Hi,

When I file my PA state return, should I attach a copy of my Ferdral return to it?

I do not think it is required, but it will not hurt, so send it if you are mailing the PA return.

PA had local tax 1% everywhere. (in pittsburgh , it is is 3%).

Be sure to pay that. Some say it is only GC Holders and Citizens.

But PA local tax document says that any one who started their GC process has to pay local tax.

Let's be clear: paying state and local income taxes are normally NOT dependent on your visa/green card status.

If you worked in the state or locality, you ARE liable for that state and locality's income taxes, regardless of your visa status.

The only exception to this rule is if the locality income tax is based on residency status instead of the physical location where you worked.

The New York City income tax is based on residency status, which means persons who WORK in NYC, but reside elsewhere, are NOT liable for NYC income taxes. Hence, if you are a student or trainee under a F-1 or J-1 visa, you are [B][I]by lawB] NOTa NYC resident and thus NOT liable for NYC income taxes.
