My wife want to file for a divorce, but I do not believe in divorce. Can I refuse to sign the divorce paper will it make any difference. I do not believe that we should go through a divorce without at least trying marriage counciling.

You can refuse to sign them, but that just means they will do it without you and she will automatically be granted everything she asks for so long as its reasonable.

You cannot refuse to get divorced. If she wants a divorce, she is going to get it with or without you.
