I have been dating this girl for 4 years, in a serious relationship. I have been wanting to get out for 1 year. I have met this new girl 2 months ago, I really like her but don't want to scare her away with my previous relationship problems. I'm sure I want out of my previous relationship how do I get out with shattering her? Please any suggestion would help. Please know that I was friend with her for 3 years before dating her.

You can't get out without "shattering" her. Best wishes.

Why are you still waiting? Get out now. You're being unfair to her by dragging things out and leading her on to something that's going to end anyway. Put a stop to this now.

This girl obviously looks better because she's not your girlfriend. But you're not looking at this girl in an objective way. She's just a rebound or an addition to your girlfriend. By combining both girls, you have one perfect girl.
I suggest that you either try to work things out or break up with your girlfriend. But don't drag it out. As for the new girl, you shouldn't even be considering her at this point. You in a committed long term relationship and even if you break up, you should give yourself some time to recover before getting back on the dating scene. Otherwise, you're just on the rebound and that's unfair to the new girl.
