Agreed! He's off limits. Just because his girlfriend isn't in the same country as he is does not mean he's suddenly available. You do not want to get yourself involved into something like that.

Ok guys chill just because he has a girlfriend doesn't make him off limits full stop just less available. You'll have to talk to him about his relationship with her to see if it's off limits. Just get talking to him and get to know him more and you may find he's not really what he seems but if you still like him and you become more like friends ask him about his relationship see how it is if there are doubts etc. If it seems water tight and solid he's in love etc stay friends but keep a small distance try not to get heart broken. If they're having trounle guide him as a friend in the best way possible and you never know he may become more than a friend.
