My friend was wrongfully accused of being a fugitive for breaking parole in California in 1989.
He got time served for assault after 11 months in a county jail and was never told he had to report to any parole or probation officer. When being released, he was told he could head back home to Texas. Then about 8 or 9 years later when stopped for a minor traffic violation, the officer arrested him for parole violation in Calif. He was bailed out and showed up to almost all the court dates, except for the last one because his attorney told him he was going to be taken to California. Is he in the system as a fugitive? What can he do if he really got time served and left nothing pending in California?
