Breaker at circuit breaker box kept tripping out as soon as I turned the breaker on. Noticed it looked like water had gotten in the unit electrical box under the cover and a burned wire on capacitor,as soon as I disconnected one of compressor wires I was able to turn the unit on but now only have fan and emerg. Heat So I have a direct short in the compressor, does the entire compressor now need to be replaced? Or is there something that can be replaced on the compressor? It looks as if it is a sealed unit.

You state that the capacitor wire was shorted and you removed a compressor wire. On Ruud units the cap is a start and run cap. The compressor will not start with the wire removed from the cap. Also in most Ruud units on the left hand side of the elec box in the unit outside there is a time delay relay. Save your time the headache and replace both the start/run cap the relay and black start cap that is mounted above the other cap. When rewiring make sure the fan goes to fan, common to c and the compressor to herm. As far as the time relay and start cap most part supplies will sell this packaged together. And as always make sure the breaker is off to the outside and inside unit.
