I wanted to know, preferably from someone who has gone through law school, if this would be an appropriate personal statement topic. I have been arrested a few times before, when I was going through a rough time in my life. The arrests were all for misdemeanors and during this time is when I really decided that I wanted to go to law school. I scored wanted to know if talking about this time of my life in my personal statement would play favorably for the admissions council, or if I should avoid it completely. Any help would be appreciated, thanks.

I don't know who this "admissions counsel" is, but in the US, if you've been arrested, you're going to have to disclose it AND explain it to the Bar Association in your state before they'll admit you to practice law.

So, I think you SHOULD be putting together your "package". I'll bet you can submit a written one as well as a verbal one.

PS> (edited) I just figured out that you mean the SCHOOL admissions counsel.. I don't think the school cares about your background. They just want to sell classes.

I'd be less concerned about school and more concerned whether you can be admitted to practice in your State with what amounts to a criminal background.
