What is the best way to add cultured stone to a painted interior concrete block wall?

A scratch coat will have trouble bonding to a painted surface so I'd recommend installing a metal lath. Nail it into the solid surface of the block, avoid mortar lines, with cut nails or Tapcons with washers, then apply a scratch coat
