We ( There are 4 adults here) have been renting a house for the last 9 years that was foreclosed in December of 2008 It is now being sold by the bank.. are we entitled to a relocation fee.. and how much time after the house is sold do we have before we are required to actually move.. note: 1 person in the house is disabled , other is elderly.. what are our rights? Thank you.

They could check into any programs through social security. I know some places have programs like that. HUD might even have a program. I know in my city they have a thing for if you are low income you can apply for a one time months rent OR security deposit but you have to sit through a budgeting class and prove you have income to keep up on the other months.

New Federal law requires 90 day notice after change of ownership before you have to vacate.

No you are not entitled to any recompense, but new owners will often offer cash for keys to get you out sooner.

First, do you live in Santa Monica? Second did you also read this part:

4.36.020 When relocation fee required. (http://www.qcode.us/codes/santamonica/view.php?topic=4-4_36-4_36_020&frames=on)

I don't see you qualifying under those rules. You might qualify if the new owner plans on living in the house and removing it from the rental market.
