I cannot access regedit. I get the error that it has been "disabled by your administrator."
I also cannot do system restore. I get the error that " system restore has been turned off by group policy. To turn on contact your system administrator."
I have changed the group policy for both via gpedit.msc and rebooted my PC. It still comes back with the same error for each.
Thanks in advance for your input.

Assuming you are logged in as an administrator, it sounds like you picked up one of the nastier worm/viruses.
Have you run your virus scans?
You may have to find specifically which virus you picked up and manually remove it. I had something similar a while back and ended up fdisking my hard drive and reinstalling fresh.

This will give you access back to your items that are prevented from running, read through carefully for more info on issue
Restore Task Manager, Regedit and Folder Options Disabled by Virus Raymond.CC Blog (http://www.raymond.cc/blog/archives/2007/06/28/restore-task-manager-regedit-and-folder-options-disabled-by-virus/)
In short, at bottom this is said:
Remove Restrictions Tool is able to re-enable:
- Registry Tools (regedit)
- Ctrl+Alt+Del
- Folder Options
- Show Hidden Files
Small and easy to use. Make sure you boot in to Safe Mode to use Remove Restrictions Tool (RRT). Just click on the buttons and it'll do it's job.

With that all above said, you still need to deal with what caused this, a system restore may help but if it is still on your PC, system restore may not help.
I would first suggest to download, install and run malwarbytes and let it remove whatever it finds doing a Full scan (may take over an hour but still can use pc)
Malwarebytes.org (http://www.malwarebytes.org/)
From there, see where PC stands and can always address anything from there
