He should start shaving when he starts getting facial hair he doesn't want.
As for downsides to shaving early, as far as I know there are none.

He can start when he even just "thinks" he has facial hair if he wants. Nothing wrong at all

My 7 year old "shaves". With a razor with the blades removed. It's practice. I started when I was 14 or 15, because I wanted to rush it. I really needed to when I was 16 though. I don't think it's a big deal to start a little early.

I remember I was told that if I shaved my legs early that my veins would pop out of my legs... ha
I agree with the others-- if he's thinks he has facial hair why not let him-- it'll boost stroke that man ego they all have;)

Yep, just as everyone else said. When he is uncomfortable with his facial hair (or any other hair for that matter) then that is when he should get rid of it.
Some people say that shaving makes your hair grow faster, but that is a myth.

He should shave when he has the capacity to grow a mustache or a beard
Down side to shaving early, I don't know, after a lot of shaving the facial hair gets rough and prikly? You got to buy razers? I just say wait until he's in high school
