I am buying a home and it has a 100 amp breaker box ( know I need a larger latter) I am putting a work shop in the basement area and want a sub pannel there for it. The main breaker box is small and there is no room for any additional breakers now also.

Is there a good diagram and/or advice on doing this. I don't see a isue over loading the entire system since I won't be using anything upstairs when downstairs normally.

Can you double up any breakers to free up a spot for a 2 pole 60 Amp breaker to go feed new Subpanel?

Double up, as in putting two circuts on one breaker,

There is one breaker already for the lights in the basement, that would be one

They have Tandem breakers that allow 2 breakers in one spot, if you do that twice, you have 2 free spaces for the 60.
Since the basement circuit could be in new Basement panel, you only need to do it once.
