Does Google pay $$$ for people to put websites on for them? How do I learn apply for this job if they do?

No. They'll put websites on your page and pay you for every hit they take. If you don't have a busy website, you won't make any money.

If you use a free hosting service like Tripod, etc. you cannot. Not sure about the PayPal icon on free services.
