I have a California child support law question. If a minor male's girlfriend (both 16 years old) is having a baby, are the boys parents legally (I know what the right moral thing is) responsible to pay child support?

No. Did the boys parents unzip his trousers for him? Then they aren't MORALLY obligated to pay either.

No. Once the baby is born, the parents (as young as they are) are legally emancipated. They are responsible for supporting the child to the extent that their means (which, admittedly, isn't much with 16-year-olds) will permit. Of course, as they get older and more able, they'll be expected to provide a comparably higher standard of living for the child.
