My hair was a very dark browny black and I used a highlighting kit that was 12% 40 vol, then I used another the following day as my hair still had a red tint which was 9% 30 vol and my hair is nearly blonde but feels weak, I don't want it any other colour and need to dye it again for today to go out so it will finally be the colour I want it so I need to used another 12% 40vol kit, my hair won't fall out will it?

It may not fall out, but it will start breaking from being over processed. If I were you I wouldn't bleach again for a while, at least not until after you have given your hair some good conditioning treatments.

Do you think that your hair is still strong enough to handle one more dye job? It's possible that it may fall out with that much bleach in that small a period. I would wait a week or so because you have already gone over it three times. A developer that strong can do a number on your hair. Your hair may not fall out, but you won't actually know until it starts to, that's the issue in the long run. Excessive dying makes your hair very brittle and dry, so you are going to notice a lot of breakage as it is. But it's up to you if you want to dye it one last time and take a chance.
Just a question for future reference. Have you ever used a lightener? That mixed with a 40 developer would have worked pretty well, though you may have had to leave it in for a pretty long time if not try it twice.
Also, you should put a protein filler on your hair to help with the dryness, a hot oil treatment would be good too, you can use the hot oil once a week or every 2 weeks.

One ounce of olive oil, heated up to warm in the microwave and massaged into dry hair, very well, covered with a hot towel for l0 minutes works wonders and doesn't cost an arm and a leg. Actually olive oil is much better then store bought mixed hot oil conditioners and you can do it as much as you want.
Rinse in the shower and shampoo out.
