Please explain with more details. Sure it's not the toilet? What facuet? What brand?
Does it do it on the hot or cold? When you turn it on or when you turn it off?

The sealing gaskets/o rings are vibrating. If this is a two handle faucet, then the washers need to be replaced. If single lever, then the faucet needs to be rebuilt.

A fog horn? Now we have to worry about Fog Horns in the plumbing? Who thought of that idea? LOL
