Is this a wood floor or concrete? A razor blade scraper would work on a concrete floor.
Hairdryer may be hot enough to loosen glue and scrape under the paper. If wood is involved, a paint heat gun but be careful on the fire factor there.

More often than not, vinyl floors over wood subfloors are installed over a 1/4" plywood underlayment. SInce all 1/4" plywood underlayments are specifically excluded from being under the ceramic floor sandwich of layers, remove that with the paper and adhesive residue and you have nothing to worry about.

If you are on a slab, a 4" razor scraper will finish the job. Sometimes I'll have to take a utility knife and make slices through the backing 3" or so apart and scrape those up, but I've never been defeated by a vinyl yet.
