About 1 1/2 months ago I died my hair permanent black because I had it kind of just lying around the house. I had originally bought it a few months back when I died my hair red and had it in case I messed that up :). Well I decided it was time to use the black and get rid of it. About a 1/2 a month later (1 month ago roughly) I died my hair again! This time I used Non-Permanent black. And now here I am with this very weird feeling hair. It started first at just the very top of my head but has now expanded throughout my hair. It feels like I have permanent hairspray or gel in it. You know that type of texture? I have done so much, tried every different shampoo I had in the house, different conditioners, I've tried not! Washing it for about 2 or 3 days thinking that would help. I tried washing it multiple times a day. I tried leaving in conditioner and not rinsing it out... Nothing will work! Please can any one tell me why this happened and what I can possibly do to fix it? I think I am all done using hair dyes forever! Thank you.

Each time you dye your hair, you damage it a bit more. In spite of claims of reconstructors and conditioners, the damage to the backbone of the hair is not reversible. Hair doesn't get better with time (except the new growth). There is no blood supply in the hair and reactions that repair the body don't happen in the hair shaft. When the backbone of the hair is damaged too much, you get the feeling that you're getting. Eventually, the hair will start to feel sticky and finally, the hair will break.
I'm surprised that just dyeing it twice with a permanent dye and then with a demi-permanent dye (I presume that's what it is) would damage your hair to this extent. I suspect that you may have dyed or bleached it more than just the twice you mentioned.
In any case, in my humble opinion, there's not much you can do beyond what you've already tried. I'm sure others will point you to their favorite remedies (and who knows, maybe there's a miracle fix somewhere that I haven't heard of?) My recommendation is to get a short haircut and let it grow out.

Hairs are basically dead cells much like that of your finger nails. The only think you can do to fix it would be a really good hair conditioning treatment with keratin. Saw it on the view and it is in target for around 56$. It lasts for about a month and then reapply. It will make your hair feel and look better. It won't "cure" the problem.
