Can the landlords, who pay the water bill for apartments, lock the outside water so that no one can use them to water, wash cars, or in an emergency put out a fire?

Can the landlords, who pay the water bill for appartments, lock the outside water so that no one can use them to water, wash cars, or in an emergency put out a fire?
A landlord does not have to supply water so you can wash your car or water your plants. The water on the outside of the building is not for the fire department to put out fires. The fire department uses fire hydrants.
