The cost is going to depend on whether you are going to do commercial or residential cleaning. I do not do any commercial so can't help you there. Residentially initial fees would be things like insurance, license, business cards, advertising.

The easier question to answer is to determine what to charge. I think like any industry you need to shop your competiion. If you choose the residential market call a few companies and ask what their fee is. Look in your local phone book or classifieds and see if you can find some companies to call. You would like to consider charging a rate similar to the companies that would be about the same as you. For example, if it is just going to be you working you would try to call someone who is also doing it privately and find out their rates.
