I want to start my own small cleaning business with no employees what I need to know is who would be the most reasonable to get bonded and insured by and would I have to renew the insurance every year?

Insurance and/or bonding companies sell those products. Call a couple of them up and do some shopping. I'll bet the policies and bonds that you buy will be for a certain length of time, so I'm sure you'll have to renew them...
However, before you spend money on bonding and insurance that you DON'T need, I'd hire a CPA. Not only can he tell you if you NEED a bond, and how much and what kind of insurance to buy, he can also direct you in terms of what licenses you need, and he can set up your books for you.
I have a cleaning girl, and I don't think she has a bond or is insured. She also doesn't charge an arm and a leg.

Liability insurance in my humble opinion is a necessity, for your protection and your clients'. Bonding is only necessary if it is required for a particular job/project. Same person that sells the insurance sells the bonding.
And yes the liability insurance is renewable annually. UI can assure you that even if you do noit have any claims, it will go up annually.
