Hey, is it possible to buy a blackberry bold that is brand new that has already been unlocked?

In other words, some guy is selling me a brand new never opened from the case blackberry bold. He says its unlocked. Is that possible? I thought the Bold has to be opened to get it unlocked? I am a noob when it comes to cells so please don't mind this.
