Read and follow any setup directions that came with the new honeywell thermostat. It sounds like the anticipator in the thermostat for the cooling side is set to close OR the thermostat is located where it gets too much heat gain OR the hole in the wall where the thermostat wires come through was not properly plugged during the install. A warm chase in the wall where the wires for the thermostat come through will allow heated air to get to the back side of the thermostat which will cause improper operation.

How old is your home and is it well insulated with good attic ventilation. If not this may be your problem. Insulation not only keeps the cold out it does the same for heat.

Were you having this problem before the thermostat was replaced? If not, perhaps it is wired incorrectly. If it is a two-stage thermostat on a single stage system, make sure you don't have the cooling circuit wired to the stage two terminal.
