A solvable equation not only has an equals sign, it also has only one variable (one equation, one unknown). Your expression contains two unknowns. In this case, all you can do with it is multiply out using the distributive law

3(1/5x+2/3y-1/4) = 3/5x + 6/3y - 3/4 = 3/5x + 2y - 3/4

I did not want to mention one variable for there may be more variables, then, we have to have more equations, so that we can solve it one way or another.
