Greetings!

I'm afraid I am addicted to cuting the ends of my hair.
I am Hispanic and used to dye my hair pitch black! Until I decided to go lighter so I put highlights and a brown color ever since then my mom has been dying my hair lighter (colors picked by me) like "ash blonde" light blonde..
Of course my hair never and will never end up looking blonde since my natural hair color is a very dark brown anyway I have not had the time or money ro go to the hair salon and honestly I'm not good at keeping up with the salon trips.
So, I read I can cut my split ends in between cuts so now I do this all the time and the more I examine my hair the more I notice just how damage it really is
Especially the hairs where the highlights were done, so my hair has no shine, my ends are folded, broken, split, dry, fried, ugly!!
What can't I do? Are there any leave in treatments for my hair? And will I ever stop my obsession of cutting every ugly looking strand of hair??

You're apparently dyeing your whole head of hair each time you do touchups. You must not do that. Touch up only the new growth. Once you do that, you won't have the split ends that you do now. There's no harm in cutting off split ends, except that your hair may get very short and you might not want that.

Also, you can, if you wish, get your hair to blonde or any color in between -- if you learn how to bleach it and what is necessary to keep your hair in good shape. I know several Asians who bleach their hair light blonde (it takes a lot of maintenance).

The only way to get rid of split ends is to CUT THEM OFF. Companies market "miracle treatments" and it's all false. If you are absolutely not willing to cut them off, don't feel bad, I'm a cosmetology student and I'm the same way... you can hide them by using hair silk drops and a pinch of pomade. Do that and PRESTO... it appears your hair is healthy again.
